Can I Limit concurrent decrypted channels?

I just got 2 clines and have tvheadend working with oscam and the channels are working.
They told me 1 account(2 clines) lets me watch 1 decrypted channel at a time.
In my server I have a dual sat tuner dvbsky-S952.
Is there a way I can limit tvheadend or oscam to decrypt only 1 channel at a time while still being able to watch freeview on the second tuner?
Besides setting up 2 seperate networks and only mapping the encrypted channels from 1 tuner.
I am using the latest tvheadend from git as of today 18/07/2015.

You can set this up in Oscam, see ratelimitecm and ratelimittime (previously ratelimitseconds, now deprecated).

Finaly got around to trying this I set ratelimitecm to 1 but i can still watch more than 1 decrypted channel at a time.
So far my best option has been to only map the channels from 1 tuner but then i have trouble if that tuner is in use by a freeview station.
